Time and dates should be specified in the same format as the
following example:
1992-JAN-1 11:23:23.22
Notes:
- The first field is the year. Years in the range 0 to 49
are interpreted as 2000 to 2049; years in the range 50
to 99 are interpreted as 1950 to 1999.
- The second field is the first three letters of the month
(case insensitive).
- The third field is the day in the month.
- The fourth field is the hour in the day.
- The fifth field is the minute in the hour.
- The sixth field is the second in the minute, with an
optional fractional part.
- If any leading fields are omitted in the string, they
default to the values for the current time.
- If any trailing fields are omitted in the string, they
default to zero (or 1 for the day and month).
- Leading spaces are ignored.
- No spaces are allowed within the body of the string except
to separate the time and date sections.
